This book is available within the Roll20 Campaign Compendium once you join the campaign. You begin with a number of Treasure Points based on your starting level, as per the following table:
Tier / Levels Treasure Points
Tier 1 (Levels 1-4) 2 per level

Treasure Points can be exchanged for additional starting gold to buy mundane items, at a rate of 50 GP per Treasure Point. Alternatively, depending on their Tier, Treasure Points can be spent to buy items from different Magic Item Tables. Talk to your DM to get your copy of these tables, or they can be found in the Dungeon Master's Guide, or reproduced online at https://dungeonmastertools.github.io/. Example

Zapjack wants to roll a new character.   The rest of the party are currently at level 9. This is not his first new character, so he will be joining at level 8. At this level, he begins with 825 additional gold pieces to spend on mundane equipment. In addition, he has 8 Tier 1 Treasure Points, and 16 Tier 2 Treasure Points.   His Tier 1 treasure points could be used to purchase items from tables A,B,C and F. His Tier 2 Treasure Points could also be used to purchase items from Table D.
