Sitam
The culture of Sitam is based around honor, common threats, and a common heritage. Its government is very decentralized with the high king elected by the lower kings and the mayors of the town. However, only a lesser king can be elected. When elected they forfeit all their lands by choosing a non-blood connected successor. They then legally divorce their wife and their sons and daughters join the guard called the Axes Of Sitam. It is also a tradition that the high king elects an orphan of the immortal city of Sitam.
The lower kings are generals of the Sitam armies which are much more infantry focused then cavalry or magically focused. They are well armored and well trained and fight with poleaxes and pikes with a heavy longbow core. Most of the cavalry comes from the Kjoir province.
