Vladimir Kiljor is a human who rules the province of Kiljor. He is an extremely powerful and arrogant man who believes in tradition. He is the leader of the traditionalists in the nation of Sitam. He believes all the other kings to be inferior and belives that the gods made the caste system for a purpose and it should not be violated. He views the world as very black and white.
