The Archfleet of Bandaba

Bandaba's nation refers to great fleet of pirate ships lead by an ancient black dragon, Piratelord Bandaba. The fleet maintains a definitive rule over the archipelago it claims and the seas which contain it, and exists purely off of piracy and extortion of the port cities which dot the coasts. Bandaba's fleet encompasses so many ships it constitutes a nation in and of itself, but no one dare doubt his rule over the land within as well. It is said he rules from a hidden cove in a secret section of a swamp ridden island, but less subject to rumor is the very real extension of his rule in the form of his dragon offspring, which make up the various captains and admirals of his fleet.
Anyone willing to man the sails or scrub a deck in exchange for spoils can join the pirate nation, and woe be to any who dare oppose their captain, a crime almost always punished by death. As such, criminals, outcasts, half-breeds, and all the world's undesirables make their home here.
