Recongization of Oneg

In the year 7493 AD (after dragons), the black dragon emperor Onego slain. Onego was a tyrant of the worst sort. He demanded a tithe sacrifice from every province once every century. After 24 tithes, a band of subject determined that no more would their loved ones feed his ego (and appetite). It took planning on the scale of elves and dwarves, but a plan was made and successfully carried out.   The dragon slayers set up a new government in Oneg, a republic. One where no one, no matter their race or class, was above the law. The first act of the new senate was to establish a military, since they were worried about reprisal from the other draconic emperors. After a decade, the military had 100,000 soldiers. But no massive attack came. Nor were there flybys of draconic flame, lightning, acid or other weapons.   On the anniversary of Onego's death, a lone envoy approached the senate building and asked the sergeant at arms to deliver a message to those inside. The envoy handed over a scroll case made dark leather. When the sergeant tried to open the case, he could not. The envoy chuckled and told him to take it to those inside. He took the case inside and presented it to the current president and explained how he got it.   The presiding chair (who was not one of the dragon slayers) took the case and tried to open it as well. She had no luck and case was passed around. Finally, the case was passed to a slight dwarven lady. Her hair was turning gray. She sighed and twisted the cap and it came open in her hands.   A scroll fell out of the case and she lifted it from the floor. Scanning the document, she then looked at the rest of the senate and asked for their attention. Not that she really needed to ask, the rotunda was quiet, for the first time since it had been convened ten years ago. She then read the document. Her voice was trembling and halting, partially since she had to translate from Draconic to Common in many places. The scroll was an offer from the Dragons, granting Oneg the right to rule their kingdom as they saw fit with no interference from the all mighty Dragon Emperors. Almost all rights that other sovereign state have. They could engage in international trade and commerce. However, they could not engage in any sort of offensive military activity.   This restriction made about a fourth of the senators go red in the face and demand to answer this offer with blood. The dwarven senator who was reading just hung her head then. A young human male, well muscled, stood and this point and called for permission to speak. The clamor on the floor continued, until a large orc, stood between the man and the dwarf and bellowed for silence. A few moments later, after her cry stopped echoing, all eyes fell to the young man. He looked to the dwarf, "Aunt Ruby was one of those whose actions bought us this land." He then looked to the orc, "Uncle Tsen was one of those who lead the charge into Onego's lair. Do they look like they want to go to war with the Dragon Emperors? No. We will take this offer." An elven senator stood to respond and the young man look at him, "Aunt Ruby, read the last clause again."   She took up the parchment and read:
If the military, Army or Navy, of Oneg ever engages in any sort of offensive activity, then the vengeance of the Draconic Council will descend upon all relations of those slew Onego. Their entire family lines will be eliminated, going back and going forward. Anyone who could possibly draw a relation to them will not live out the year after your military crosses Oneg's current borders.
The senators considered the implications of that passage. Certainly the dragons had that kind of power. And more importantly, they had that kind of patience.    When the parchment was signed, it shimmered and then nine copies briefly appeared beside it. Those copies rapidly took flight through the closest windows. The original document still glowed. It started to grow and was soon the size of a large tapestry. It now hangs in the senate hall.
