Desperate survivors of the Unity War, forced to criminal opportunities when denied all others.
the many thousands that fled the war have ended up in the largest cities of the Imperium living in slums and shanty towns scraping work where possible. In Doskvol they often face both subtle prejudice and open hostility and many riots have formed on both sides of the divide. While the majority of refugees seek legitimate work and join in any profession that is not barred from them, there are others who will end up in the criminal enterprises of the City. the war now began so long ago there are second generation Skovlanders who have known no other life and have never visited their mythic homeland.
