The criminal investigators of the City Watch.
Unlike the Bluecoats these individuals have a reputation of ethics and integrity. It is a risky life choice as this virtue means that very few within the corrupt city actually like them or welcome their intention. Even the most well established families have some skeletons in the closets and would rather not invite the inspectors to take a look. In general they present the evidence they find for prosecutions to the city magistrates where the good intentions tend to break down again.
