The Five Stars League

Structure

The Five Stars League is the primary, federal governing body of the Human Race. It is an interstellar democracy of five major star systems, as well as a twenty-one smaller colony worlds that have not yet attained full membership.   The League is a tripartite government which is a mixture of North American Federal Democratic systems melded with Eurasian and African Parliamentary systems.   There are Executive, Judicial and Legislative branches that operate as a check on the power of each other and each has a center of responsibility that can overlap against one another. The Executive operates the function of the government, sees to the enforcement of law, and also is responsible for overseeing the intergalactic political affairs of the state. The Legislative determines the law (under which the Executive operates and is responsible for enforcing). The Judicial determines the constitutionality of law, process through trials those accused of breaking it and mediates civil tort brought by citizens.   There is a Bicameral legislative body that develops the laws for the League, along with a third house of elected representatives that handle the budget.   The Hall of Commons is the most populous legislative body with representatives from each colony world (once they have 10,000 or more citizens), each megatropolis and every territorial preserve located within The League. These elected folk (literally called "Commoners") serve four year terms and manage the business of developing law for the people.   The Senate of the League is the smallest body and is represented by two Senators from each major system. Senators serve six-year terms and deliberate law that is escalated upwards from the Commons as well as budgets from the Economics Council.   The Economics Council is the third legislative body and. under guidelines set by law, develops the budget for two-year fiscal periods. Councilors are elected from each major planetary system as well as three councilors elected to represent the twenty-one minor colony worlds.   There is a multi-layered system of courts that make judgement on the constitutionality of law. Most Metroplex and Planetary courts handle local crimes and civil disagreements. However, there are a series of federal courts that take cases that either span the physical borders between systems or are between private and public entities over a matter of federal law.   The Process Courts span the lowest tier of these courts, where either a judge and 12-person jury sit in judgement over trials or a federal Process Judge sits in mediation of two sides, depending on the nature of the case. Process Justices serve ten-year terms on the bench and are elected by local legislators from the star system in which they serve.   The Federal Appeals court is the next tier that handles cases decided in the Process Courts that have material discoveries that warrant an appeal. These courts are three-judge panels with Appeals justices that each come from different stellargraphic locations. Ergo,a judge from Sol cannot serve on the same panel as another judge from Sol. Appeals justices are elected to ten-year terms by the Commoners.   Finally, if cases can have a direct impact on either federal law or constitutional statute, they can be escalated to the Supreme Court which overhears these cases. The Supreme Court is an 11-person body that takes material and oral arguments similar to how the ancient American Supreme Court. Justices to the Supreme Court are elected by the Senate and ratified by the Office of the Chancellor.   Speaking of the Executive, there are two primary offices held in this regard, one being that of the President of the League and the other being the Chancellor of The League.   The Office of the President of The League is an elected position by the populous of the entirety of The League to serve for five-year terms. The President serves as the overseer of the federal administrative state, as well as spearheads the foreign service efforts of the government as defined by laws passed by the legislative branch.   The Office of the Chancellor of Humanity is an elected position by the members of the entirety of the legislative branch to serve a five year term as well. The Chancellor sits as an overseer to the domestic democratic process, enforcing the rules of the houses, managing sessions, coordinating requests for information or services from the office of the President and of declaring and then responding to domestic states of emergency.

Culture

Since the 2480's, Humanity has venerated the Rescuers as giving our species new meaning and prosperity in the galaxy. For most of Humanity, economic growth, labour opportunity and a generally rising standard of living are back, which is leading to a boom in the arts, culture and media. However, despite the good direction humanity is moving in, it does not come without a cost and it is lifting us all from a dark place.
  At the formation of the Five Stars League, the plight of 25th Century Humanity was not bleak, but dragging into darkness. A century of political irrelevance, societal fear, economic decline and rising threats hallowed a young species on the brink of disaster. Human megalopolises were falling into disrepair, the people were losing faith in not just their governments, but also each other. All of the indicators from rising petty and violent crime statistics, increases of drug use, even infant mortality were all trending in the wrong direction. While the rich got well and truly richer, the poor never descended into starvation, but were plunged into a new hopelessness of ever finding their own success.
  However, since the formation of The League and the rise of the Rescuers, the League has gained a far larger degree of trust in the people.
  Today, Human culture is a mix of all of the ethnic and artistic influences that forged the people of earth, melded together in communities in space. Today, one can find both ethnic fusions as well as ethno-indigenous communities in every corner of The League. Human culture embraces music, digital and analogue arts, as well as performances of almost every variety. There are sports, e-sports and neuro-theatre events happening almost every day in every megaplex. For the more colonial or star-lane bound folk, macro-net broadcasts allow people to pipe themselves in to a real-sense version of the action.
  While there is still plenty of crime and danger to be found in the streets, humanity is back on the way up. The example and the income of the Rescuers has lead to partnerships with other species, economic and cultural exchanges and an influx of capital to Humanity previously unimagined. Today, the megalopolises of the 26th Century are slowly recovering and fortifying themselves into their former greatness.

History

On 09 February, 2506, 110,500 dignitaries and guests filed into the Thadeus J. Ulumaru stadium in Nairobi, South Continental Africa for the official ratification of the Convention of the Federal Constitution of The Five Stars League. It had been the work of nearly 13,000 legal scholars, diplomats, subject matter experts, lawyers and political scholars to draft the 21 page document. The draft had gone through some 8,521 versions, then three ratification efforts where one version had passed, only to be recalled due to an ethical inconsistency with Jovian orbital laws, one had barely failed and the other was now etched into calligraphy, on reinforced particle linoflex, and awaiting the 1,526 signatures that would turn this august document into the foundation of a new political future for all Humankind.
  The previous century was one of dismay, shattered dreams, decline and then at the end…a new hope. Humanity was crawling out of another depression, but this time, we had something new that had not just raised our spirits, but also gave us hope in a clear new path.
  The advent of the first Rescuers in the 25th Century, and their stunning economic success, was recognized almost immediately by both Jovian and some Continental Earth governments. The Europan, Ganymedian, North-Meso American, European, East Pacifican, and Tranquility Sea governments all embraced the possibility of first, individual Rescuer missions, and then joint ventures. The 2430’s, as the first truly interstellar human colonies were taking root, Rescuer missions were launching from nearly every human government. These governments invited their neighbours to get in on the adventure as soon as they could. It was withholding success and innovation that had begun the wars of the previous centuries from the first Replication Wars to Sol War I and II, and the new states of Humanity were quick to avoid the mistakes made in those heady and foolhardy years.
  By 2490, as the convoy leaving Sol for Āzādī was jumping into FTL, it was recognized that the only method of insuring this new prosperity, was to protect it was through a single, federal state. It had been proposed before, when the Hapthians had made first contact, when the beginning of the 2400’s had signaled rapid decline…but each attempt had been sluggish, then toothless, and then ultimately hopeless. However, a new spark was just what was needed.
  By 2496, the Founding Family, a group of the first 200 human leaders from faith, government and business, came together to form the first Constitutional Convention of Humanity in Tranquility City on Luna. After three months of hard-scrabble work, they would create the working structure of how to build such a document, then returned to their home nations to lobby for more resources to create the work. New conventions were convened in 2497 and in ’98 that would lead to the creation of the Three Drafts, with the first published for ratification on 06 June, 2500. The last of the Three Drafts would be ratified on Ascension Day, which was declared on 15 April, 2505 when the República Sudamericana voted 965-373 for ratification.
  Since then, the Five Stars League has served to solidify the political standing of Humans in the galaxy as well as protect the status of Humanity as well. The Acts of Beneficent Neutrality were shepherded by League diplomats and passed in The Symbiotry in 2510, which made it feloniously illegal to both do harm to a Human and for a Human to do harm as well. The League also sponsored similar acts with the Independent Species’ Forum in 2519 as well as on several other unaligned planets in the 2520’s and 30’s. The League has also overseen the reorganization of Human policing from a loose-knit confederation of unaligned, local police services into a cohesive crime fighting structure underneath the League’s Federal Police. The League also provides diplomatic, economic and logistical support to The Rescuers Council as well as material support for their bases and Academy Halls on Luna.
  The 2590’s has seen The League attempt to work with local governments to attempt to address the problem of a dilapidated lower class as well as the seemingly endless waves of criminal activity. While police instruction and preparation is increasing, as is the number of accredited officers on the streets, the megalopolises of the League worlds are vast and the problem pervasive down to the roots. While no human goes hungry anymore, there are other elemental needs that go unfulfilled by society, and where there is a gap, there are always those looking to scam more than just a buck.
  Still, the outlook for The Five Stars League in the 2590’s is good, and while there are still many perils both at home and abroad, there is hope that due to the efforts of The League, the last great depression of Humanity will be it’s last.

Territories

The Five Stars League is formed around a core of five systems that make up both the home of and the first four colonization missions of the Human Race. There are also twenty-one associated protectorate systems where Human-founded colonies exist that are also under the dominion of The League. While these smaller systems are not named in the Five Stars League yet, there are three that could effect a change in the name of The League from five to eight stars in the near future. The primary systems of Humanity make up the Five Stars. These systems are Sol, Haven, Perjalanan, Casa Estrella and then Āzādī.
  Sol, is the original cradle of Humanity and represents it's cultural and political capital. In 2580, the census of The League registered that some 21 billion Humans and some 256 million other sapient species call Sol their part or full time home. While Earth is the most dense of the population centres in Sol (at 10 billion), the majority of the population lives either in the numerous stations in the Earth-Mars belt, or on one of the primary Jovian or Saturnal moons. Kuipergate is the most distant settlement, an orbital station of some 150,000 beings that tracks it’s own orbit close to that of Haumea. Sol is known today more for it’s culture, political machinery, high tech industries as well as it’s numerous tourist attractions. The League’s governing seat is located on Earth, spread across the New York, Tokyo, Paris, Johanesburg, Nairobi and Mumbai Megaopolises. The Rescuers are also headquartered in Sol, on Luna in Tranquillity City.
  The next closest (in LY) star in the League’s constellation is the Haven System. In the 2420's, a conglomerate of North American, West Eurasian and Martian colonists ranged out to found the Haven system, which became the first extrasolar Human colony. Now a successful system of nearly 14 billion citizens, Haven is one of the agricultural and high-tech industrial hubs of The League. It is also the primary headquarters of The League’s Federal Police service. The capitol world, New Columbia, is a mostly wet and warmer temperate world that is a well sought after tourist destination for it’s nearly endless chains of tropical islands.
  Hot on the heels of the settlement of Haven, was a conglomerate of Pacific Rim states (mostly from the south and the west) under the leadership of a combined Austrailian/Indonesian Astral-Cooperative. The AIAC had been responsible for several colonies on Io and Ganymeded, but in 2429 would initiate the Jangkauan Proyek. This ambitious outreach settled in a new system of over 26 worlds, 215 moons which is, to this day, considered a prime location for investment and expansion. In 2431, the AIAC council put the name of the system to a popular vote and on 15 November, 2431, AIAC Project 151- Jangkauan Proyek was officially named, Perjalanan. Today, Perjalanan is an industrial and product development hub, hosting the largest number of sapient species in The Five Stars League. Hundreds of sapient companies have merged or partnered with Human ventures to create goods and services for both Humans and other species as well. Many well-known Human companies developing everything from grav-ships to surgical tools either headquarter themselves or develop their products here.
  In 2469, a combination of organizations of the Americas launched Humankind's third great expedition into extrasolar space, the result of which was the establishment of the Casa Estrella system. Casa Estrella today is one of the great commercial and cultural centres of Humanity. While Casa Estrella is one of the smallest of the Stars (clocking in at some 6 billion people), it is one of the most vibrant places for the development of the arts, music and dance in all the League. Many of the best Human entertainers and studios of the last 100 years have either made their art in or call Casa Estrella their home.
  Finally, the last of the Five Stars was founded in an expedition of African as well as Jovian states and organizations that left Sol in 2490. With over 20,000 people on the megaliner Bessie Coleman, the expedition was thought to be lost until 2497, when a commercial mission from the newly settled system returned to Earth. The newly settled system of Āzādī, instantly became popular as it is one of the very few star systems with not just one, but three planets capable of supporting mammalian life. The Āzādī Rush, from 2498 to 2530, saw billions of humans rush to claim soil on the lush worlds of the system and turn it into the agricultural hub of Humanity. Today, Āzādī is also one of the research and development capitals of The League for many medicinal products. It is also a hub for genetic research, long-term disease care as well as energy development where there are several companies at the edge of the system working on new reflex and zero-J energy reaction and production systems.
