The Federated Union of Symbiotic Species

Structure

The Federated Union of Symbiotic Species, or "The Symbiotry" for short, is a quadripartite republic with power being split between judicial, executive and legislative branches as well as a fourth branch used to provide accurate information to the other three as well as assistance in the bureaucratic exercise of the law.   The Judicial branch consists of a pyramid of courts beginning with Common Civil and Criminal courts where offenses against the federal law are prosecuted or arbitrated. These decisions can be appealed to the Appellate court layer, though not beyond. Direct constitutional issues are challenged in the High Courts and Councils and are drawn from a committee that investigates appellate cases that they deem necessary or worthy of escalating.   The Legislative branch is a tricameral system. The House of the Species’ accepts one elected representative from each species and serves as the most deliberative body of the legislature. The Assembly of Worlds is seated with a member elected from each Symbiotry-claimed planet. Finally, the Groupings Council elects one member from groups of astrologically nearby worlds known as Sectors or Groups.   The Executive branch elects three officers to oversee specific realms of policy execution. A Supreme Minister is elected to review and oversee domestic policy and law enforcement. Meanwhile, a Consular General oversees and commands the Military. Lastly, a Chancellor is elected who is responsible for foreign treaties, expansion, exploration and espionage.   The Advisory branch is the fourth branch of government that is responsible for the accurate processing and delivery of actionable information and research to the other three branches of government. Overseen by the office of the Prime Librarian, there are over three hundred Instructional Ministries that range from everything from Agriculture, Digital Ethics, Territorial Defense, Galactic Navigation to Applied Astrophysics and Planetology. Each Ministry is led by a Scholastic Minister that operates several academics and AI that collect and disseminate information on their chosen subject matters. Council Plenipotentiaries are contracted from outside academia on occasions by the Prime Librarian to hold task forces pulling people from several ministries to study specific trends, problems or matters of state that extend beyond the scope of just one Ministry.

History

In the 1125 years known as the Millennia of Conflict, several thousands of species fought one another in genocidal wars. While not all at once, there were several periods during this time where many of the known surviving species of the galaxy were actively involved in horrible clashes with one another.   However, the war would begin to die out for several reasons from 2280 to 2305. First, many of the more advanced worlds had begun to atrophy after wasting trillions of credits in wealth and billions of lives. They found themselves unable to carry the burden of increasing conflict as plagues, famines and a breakdown in civil society began to take hold as their peoples lost hope. For the less advanced worlds, many of whom were under the command of the more advanced civilizations, they had born the bloody costs in unusually high numbers of casualties while their masters were stingy with the spoils or relief. By 2290, several hundred worlds that had once loyally followed their betters into the fire, now rampaged across the space of their allies in either secret or overt rebellions.   The Millennia of Conflict had begun, hundreds of years ago, as a few smaller nations and species making war on one another. It grew into massive blocs of states, but by the end, those blocs were breaking down as The Advanced began their uprisings, and as the old large states began breaking down. Famines became more commonplace, even among advanced nations, as well as epidemics, shortages, wild currency swings and ever-increasing breakdowns in municipalities and their security. Where generations of begins had once fought as had generations before, now increasing numbers of sapient begins rose up in protest against the constant backdrop of killing.   The Group of Nineteen came into fashion during this period. Made up of nineteen species including the Hapthians, Selni, Guetaro and others, they first agreed to a generalized ceasefire, and then after some years of negotiated settlements, a treaty of mutual defense and reinforcement. As if touched by serendipity, other races, looking for a way out of the constant warfare, began to opt in to the new alliance, so that fifteen years after the initial group was founded, it had ballooned into nearly two hundred species.   In 2305, these species sent representatives to an event known now as The Congress of Nie. This event would draft the First Articles of Symbiosis, that would structure the new government that would solidify the alliance. Nie is now the diplomatic homeworld of the Symbiotry, hosting the Congresses that would eventually reforge the Articles into their Second, Third, Fourth and then Fifth, which are the Articles that govern the Symbiotry to this day. Ironically, it was that Fifth Congress in 2570 that established the extralegal status of humans in the Symbiotry.   For the entirety of the 26th Century, the Symbiotry has worked to enfranchise the peace that so many billions have died for and to which millions more continue to perish today. While some sapient citizens of the Symbiotry are very unhappy with the directions chosen by their leaders in this new state, most admit that it has been better than what came before it.

Military

The Symbiotry maintains two military forces and one force gendarmerie detailed under two ministries that are answerable to the Consular General.     The first is the Ministry of Brigades which controls the terrestrial armed forces from Armies and Marines. Since there is no Symbiotry Army, per se, during a time of war this Ministry gathers the armed forces from member worlds needed to fight on foreign worlds as well as the equipment and vehicles required to resource the effort. It also manages officer training standards, develops chains of command and holds joint training exercises among member worlds militias that will make up the bulk of the terrestrial fighting force in time of war.   The Ministry of Astro-Defense controls the Astro-Navy of the Symbiotry, which is tasked with defending the star systems and trade lanes. During time of war, the ships of the Symbiotry-AN are expected to protect and support the army raised to combat whatever threat has arisen. In peacetime, these forces patrol the systems of the Symbiotry as well as perform reconnaissance on potential threats from afar.   Finally, the last arm is a paramilitary-law enforcement gendarmerie known as the Bureau of Domestic Enforcement. However, the most common name is what is painted on their ships and pressed into their uniforms: The Symbiotry Naval Police.  This fleet consists of small, system and regional fleets made of smaller, faster ships that seek to interdict the piracy and smuggling threats to stability in the Symbiotry. Naval Police ships often work in concert with Astro-Navy ships when hunting pirate vessels or installations. Since they are a mixture of light attack military auxiliaries and law enforcement, the guardians (as they call themselves) are answerable to the Consular General, but are regularly audited by the office of the Ministry of Criminal Deterrence under the eye of the Supreme Minister.   While this all sounds like a powerful series of organizations, it has proven unwieldy in the past. Since there is no unified chain of command for the terrestrial brigades, local governments are responsible for their creation, upkeep and officer instruction. Coordinating brigades during wartime has often been difficult, and while the Symbiotry has developed officer academies for both the terrestrial and Astro forces, these schools are new and have not made the impact yet on the harmony of command. Also, there are still many species in the union that bear old hatreds and distrust of one another. While the rise of Human Rescuers operating in the Symbiotry has had an impact on quelling some of these old blood rivalries, the resentments live on and it has made crewing ships in the AN and BDE problematic.
