The Tu'orian Confederacy

The Tu'orian Confederacy is the largest trading hub on the Genai'an Coast, with a diverse supply of resources and enough military might to defend it. This war-ravaged country has only recently emerged from the cycle of conflict and strife that comes with their vast supply of wealth, and proudly intends to turn its curse into an economic blessing.

Structure

There is no such thing as the "ruling class" in the Confederacy. The ruling body is made up of the leaders or representatives of every guild, large or small, who each vote on decisions. The amount of power levied by a guild is determined by the importance of said guild in a given situation. This means that, if there was a council being held to make a decision about the farming trade, only guilds that were really influenced by the situation (in this case it would largely be farming and transportation-based guilds) would have any real say in the matter, whereas non-influenced ones, such as the fishing guilds, would have little to no say in the vote.     For Structure: Primary Rules of ^ 1. Provides structure and support to the confederacy, for the purpose of protecting the territories from other nations. 2. Minimal interference with the affairs or lives of those not involved in a given situation 3. Power or sway in a given situation is determined by the amount of responsibility of a given party in said situation 4. Government has no power over economy, other than regulating currency, albeit this is completely at the power of the Council's whims, and because of general unhappiness with this "law," it's likely to be amended away 5. The military is only to be used at the Council's discretion, although there must be at least 3/4 agreement on the matter. This does NOT include militia, as those are highly encouraged by all parties, and some militia are even supplied by the guilds themselves. 6. Religious sects and parties are NOT to meddle in the affairs of the central government, as the writers of the Tu'orian Confederacy's constitution were aware of the drawbacks of having the two too close. History

Three hundred seventy nine years ago, the Tu'orian Confederacy was merely a conglomeration of territories, called the [insert], that was ruled by minor lords who served the High Servant Tyk'eliv, a king in all but name. Tyk'eliv was a weak man, although he ruled with a silvered fist, and his policies encouraged the minor lords to oppress the commonfolk for the sake of maintaining their station, as they relied on the High Servant for certain materials, such as Qar'a'nine and Sefir, which were used in essential economical functions. These policies, later called the Tyk'eliv Gauntlet, were quietly introduced at the beginning of Tyk'eliv's reign and, slowly yet assuredly, removed the possibility of anyone other than the High Servant or his advisers having power, under the guise of protecting the people from invaders. However, these invaders, who were actually mercenaries that the High Servant had hired himself to inflate his own reputation with the people, were under an unhappy contract themselves, and so, when the High Servant and his advisers convened with the mercenaries, they plotted with the advisers to overthrow both their leaderships, and form a newer, more benevolent government.
