The Drachen Confederacy

The Drachen Confederacy is vastly different from its neighbors in the Kingdom of Tolrania; instead of being a single unified system of government that could truly rival their neighbors in the east, the Drachen Confederacy exists as a federation of states that technically hold equal status with each other within the Confederacy. These major member states include the Kingdom of Preußens, the Voldenbaum Reich, the Duchy of Freising, the Tiergötten Principality, and the Prince-Bishopric of the Anderfels. In actual truth, out of the five major members in the Confederacy, two hold the federation in de facto control, constantly grappling with the other for presidency and influence over the other three; these two are the Kingdom of Preußens and the Voldenbaum Reich.   Each of the five major members within the Confederacy has the authority to call a Pan-Drachen Diet to discuss matters and pass legislation that would affect the whole of the Confederacy. However, due to the highly independent nature of each sovereign state within the Confederacy, these Diets are hardly effective and the laws within each of the constituent member states remain widely different from the other, this is only exasperated by the feudal culture shared between the Drachen states.

Structure

The complex feudal structures of the Drachen states ultimately lead toward five different sovereigns that claim equal authority throughout the Drachen Confederacy: the Kingdom of Preußens, the Voldenbaum Reich, the Duchy of Freising, the Tiergötten Principality, and the Prince-Bishopric of the Anderfels. Each of these sovereigns holds the authority to call a Pan-Drachen Diet which consists of five representatives from each constituent member state, given the often inability of the Diet to come to a widely accepted agreement, this is rarely done. In theory, each of the constituent member states holds equal influence with the other, but in truth, there are two "first among equals" in the Kingdom of Preußens and the Voldenbaum Reich given their large military influence.   Each of the five Drachen states derives its organizational structure from the Voldenbaum Reich, following a generally similar feudal system. Each nation is comprised with a single, monarchical figure that serves as its head of state, whether that be a Kaiser, a King, or even a Prince. Beneath the heads of state are the Marquis, who usually rule over a large swath of land known as a Marquisate which encompasses several counties or vicounties, usually along border territories which make their compliance to the heads of state strategically important. Counties are ruled by Counts, who oversee small portions of land and are the most populous in the feudal hierarchy. Vicounts are special nobles of varying circumstances, usually appointed to oversee and rule over a single settlement that proves to be of vital strategic importance or particularly troublesome.
During times of war, the head of state can appoint a Margrave who acts as the commander of all military forces raised during such an engagement second only to the head of state themselves.

Culture

The Drachen Confederacy shares a common language, culture, system of feudal government, and history, which had made the Confederacy possible; the Drachan people prize warrior tradition and staunch obedience, a relic that has come from the Voldenbaum Reich where it, at its greatest territorial expanse, held lands now belonging to the Kingdom of Preußens, the Tiergötten Principality, and the Duchy of Freising. In addition, over the centuries, the Drachan people have become less and less reliant on the Gods and their worship, many of them transitioning to ideas of the potential of kith rather than waiting for the intervention of the heavens. However, this philosophy has had trouble gaining ground in the most religiously conservative such as the Voldenbaum Reich and the Prince-Bishopric of the Anderfels.   The Prince-Bishopric of the Anderfels strikes a very different impression than its other Drachen brethren in that it is a strict theocracy, worshipping the ideals of Magran. Each fiefdom in the Prince-Bishopric is led by some leader among the clergy, appointed by the Prince and Arch Bishop of the whole of the Anderfels. Even by the standards of the Voldenbaum Reich, the Prince-Bishopric of the Anderfels is considered a holy bastion of religious conservatism, where worship and the faith of Magran is not just present but expected from each of its citizens.

Public Agenda

There are two primary ideologies within the Drachen Confederacy, the Nationalists and the Sovereignists. The Nationalists endorse the widespread political unification of the whole of the Drachen Confederacy, which if possible, would massively upset the power balance and arguably create one of the most powerful nations in the world. However, the Nationalists are divided between the Kingdom of Preußens and the Voldenbaum Reich in who should lead the effort and ultimately be the leader of the new Drachen state.
The Sovereignists endorse the continuation of the Confederacy in either its current state or with some reforms. It is argued that the ambition of the Nationalists would ultimately reduce the national authority of the Confederacy's constituent states and make them subservient to whoever would lead the unification efforts.
