Access & Availability

Small airships are not a frivolous purchase, but they are easily within the reach of common fishermen looking to sail the oceans in search of fish to catch.
Moderately sized merchant ships are a significant expense - they're essentially irreplaceable to all but the wealthiest of traders. Typically, they'll offer limited transportation to help fund maintenance and save for the day that it might need to be replaced.
Large transports and warships are ludicrously expensive, only owned by rich oligarchs or the local navy.

Complexity

Complexity is proportional to the size of the ship - small airships are very simple and operate on hot air, while war vessels require rare gases and lightweight, magnetized structural components
