Qaerean Empire

Structure

The power structure in the Empire can be seen from outsiders as quite stable, and relatively easy to understand. To those within or in arms length of the politics of the Empire that is not the case. Some roles simply figureheads, some are held by entire organizations. The power structure goes as follows, in order:   1.) The Emperor and Khamani of the Empire, Titus Demethius. the Caput Autem Imperium (Head of Government), Aaoxaif Archarius, can be seen at times as above the Emperor, but they generally have the same amount of jurisdiction and power.   2.) the the Legatos Mitti Ad Populum de Khames LMAPK, the legislative and judicial body of the Emperor. There is no sole head of the LMAPK, and they generally act as a sort of democratic body in the Empire, though this is not at all an accurate description of the organization. Orders and suggestions of law generally come from the top-down, trickling down from the wishes of the Khamani and CAI to the LMAPK. Members of the LMAPK also tend to international relations and decisions; however on paper these are not acts of the body of the LMAPK.   3.) the Custodes Imperatori Aderant (Emperors Guard), headed by CAI Aaoxaif Archarius. There is laws within the Empire that allow the CIA ((lol cia)) to act without constrictions, under the name of protection of the Emperor and the Empire. Although, they cannot enact laws, unlike the LMAPK. They are a sort of high-level police in the Empire, and have the power to conduct investigations and arrests as they please.   4.) The military branches: the Exercitus Magni and the Legatos ad Mare act on the same level of power. They are the force and seen as the shining star of the Empire, and act on command following the top-down power structure of the Qaereans.   5.) Various trading guilds, business organizations, and educational organizations are on the lowest level of the power-structure. The military and CIA generally do not enforce upon these organizations, and are somewhat an exception within the power structure, although the military and CIA do have jurisdiction over these organizations. They generally fall under the orders and wishes of the LMAPK and above.

Demography and Population

The average age is 24, those older than 65 (excluding the Khamani and Military) are put into elderly institutions and are given a living wage. Elderly veterans of the Great War, are given a special status and are allowed to travel and live as they will, subjected to the laws of course. The elderly veterans of the Great War are most concentrated on a designated island northwest of the mainland, where the Qaereans believe is their national birthplace, in specialized barracks.   50% of the under 65 population work as either civil servants (a broad term in the empire, could mean any goverment-assigned job), miners, builders, architects, fishermen/cooks, and merchants. 44% of the population work in military, political, or in the government. This 44%, considered the high class, as they directly help the empire in it's goals. These people are assigned a home, decent wages, meals, and many other accoutrements that go along with these jobs. The rest, unfortunately, are slaves and colonial subjects of the empire. Slaves receive no wages, and live in assigned group homes away from the majority of the population, usually in the southern third of the empire where they're most concentrated. Slaves are assigned to build most of the structures and do most of the hard labor around the empire, in exchange for food.

Territories

The Empire totally occupies and controls the mainland of Khames, with a somewhat exception of the southern third of Khames; which is a sort of pseudo-autonomous slave province under the guide of the most venerated generals of the military.   There is also the island northwest of the mainland, which is seen as the national birthplace of the Qaereans, although it is unknown if this is fact. This northwestern island, known to the Qaereans as Khamenes, only allows those in extensive military service, government officials, and elderly veterans of the Great War (although they have a designated area they cannot go beyond). Khamenes is the center of science, technology, engineering, and military in the Qaerean Empire.   Recently, the Qaereans began to colonize the Great Desert. Their colony is known as Amatius, which not is known much about. It is known many slaves are being exported there, as well as numerous military and scientific bases. None else is allowed to enter the colony

Military

There's multiple wings of the Qaerean military, each with a different underlying purpose. The largest, the Exercitus Magni, is generally made up of ground troops, such as infantry and horsemen. There is a new division being assembled in the Exercitus Magni, having to do with the Empires new explosive capabilities. The second largest military entity of the Empire, is the Legatos ad Mare, the Qaerean naval branch. Shipbuilding has never been a focus of the Qaereans, and because of this the LaM somewhat lags behind the EM militarily. The third branch, is known as the Custodes Imperatori Aderant, the Emperors personal guard. The Custodes Imperatori Aderant are some of the best soldiers and sailors handpicked from the two other branches, and undergo training, testing, and indoctrination for 5 years before they're allowed to serve.   The Exercitus Magni and the Legatos ad Mare are under the guide of the CAI (Caput Autem Imperium; Head of Government) Aaoxaif Lucius Archarius, whereas the Custodes Imperatori Aderant are under direct control of the Emperor himself.

Religion

The Imperial Cult of the Qaereans can be seen more as a sect of the native religion of both the Eakrotusans and the Qaereans, known originally as Vyetism, rather than its own religion. Within the empire, it is known as Servitium, and has the special addition of the Emperor as an incarnated mix of Gods. Just as it is in Eakrotus, ritualistic devotion, ritualistic magick, and sacrifice are the main form of worship in the Empire; although at times it can be seen as extremist compared to the Eakrotusan form of worship, especially when it comes to the Emperor as a God.

Foreign Relations

The Qaerean Empire is considered the single world superpower, and dominate most of the planet. Their only significant neighbor is Eakrotus, the Qaerean enemy faction during the Great War. The empire and Eakrotus are stuck in a state of cold war, and has been for about 30 years, following an era of status quo 24 years after the Great War. Tensions between these two nations are tense, and continue to heat up as time goes on. Occasionally, the two meet diplomatically to discuss issues and to attempt to improve relations, however these events are usually filed with lies and ignorance of the distrust between the two nations.

Agriculture & Industry

Farming and hunting in designated areas is a common job assigned to civil servants of the Empire, and food tends to be plentiful in the cities. The southern slave state also has a percentage of land dedicated to farms and forges for weaponry, and a major pool of food and arms originate from these areas; although general citizens and military see these industries in the south as "weaker" or "cheaper", and prefer sources of nourishment and protection from the north.

Trade & Transport

In the north, the different cities and villages tend to be closer together and well connected in a web of regularly maintained roads made of stone. In rural areas, such as the south, roads tend to be quite direct and consist only of plowed grass, infact in some cases villages deep in the rural areas can feel "cut off" by a lack of transportation.   Foreign transportation to places such as the Amatius Colony is facilitated via ships using an old and generally calm route that has been in place since before the Great War. For diplomats and the lucky few who have the correct certification to venture into Eakrotus territory, there is many ports and stops along the route on somewhat international/shared islands in between the two nations; however only a few of these are still operating and most are run down and long abandoned as this route is rarely used in the post-war era.

Education

Education has been a great focus to the Empire since it's inception. It's believed that education go hand in hand with physical prowess within the Empire. At the age of thirteen, children enter into the Qaerean academic system, where they are taught many skills seen as essential in the Empire, with a focus on Qaerean history, international relations, and Qaerean specialties. At the age of 20, the general portion of students enlist into the Qaerean academic military system, the Academiae Militaris (AM), and the more intellectually talented students enroll into the University of Novaesium (Universitas Novaesium), where many become government workers.
