Non Entanglement Promise.

In the early days of adventuring and the days of the genesis of the guilds, They were at the whim of most of the governments that hosted them. Not necessarily a bad thing for those guilds. It wasn't a strange thing for the average citizen to see the local guards be supported by adventuring teams in crime fighting or helping train soldiers with their experience. The first signs of trouble occured when the nation of Tengrad decided to nationalize its adventurers. Incorporating them as a new branch of their army. When war broke out with the neighboring Kror, one of the first things done was the use of a scroll of wish, with the contents of the wish being to destroy the enemy capital as per orders.   The wish was granted and a Tarrasque was summoned, which promptly leveled the city and wandered back into Tengrad, where it destroyed most of the nation.   Armed response to this incident set the world in flame.as most other nations promplty took reign of their own adventuring guilds and any adventurers within their territory and sent them to subdue this world ending monster.   Many Died.   Thus in the aftermath, as the tarrasque got bored and wandered off into the crescent ring to sleep, the nations of the world formed a promise. No nation is allowed to incorporate any adventuring apparatus into its armed forces, and must train casters and warriors on their own terms. Each nation then assured the others that any found guilty of nationalizing its adventurers would be the target of an international war effort.   This Promise remains the only agreement that is recognized internationally.

Purpose

A separation of military and adventurers. This treaty is to ensure the nonproliferation of state produced adventurers, as conflicts involving them can quickly become out of hand and massively destructive.
