Breoccarus

The dwarven empire was built around holds and clans; the Empire portion was more ceremonial than anything else. While there was a king or emperor that held dominion over the rest of the world, the dwarven empire made single rule impractical; they will be their own masters. Within a hold, the leader is the ruler, and his or her council control the structure and politics of that hold. Titles could range based on custom, from king, to regent, to thane, or a dozen others, but in practice, they all held the same role as a member of the council.

Culture

Because of the rough terrain of the land, the Dwarves were the first to take control over it, knowing the treasure that lies beneath a hard rock. Other races that visit the land doesn’t stay for long.
