Sheol
Tucked away within a thick mess of dead oak trees lies the disparate, depressing town known as Sheol.
Sheol is a large town governed by religious zealotism and a fetish-like obsession for the occult. The town is surrounded by seemingly endless forests of trees that have never sprouted leaves, blanketed by endlessly stretching mists. Those who have attempted to pinpoint Sheol's location have failed, for some unknown reason cartographers have struggled to determine exactly where it lies, despite always ending up within its dreary cobblestone streets.
Its obscurity works to the fortune of outsiders, as the town harbors a strange perversion for anything straying from a Human, Elf, or Dwarf. This perversion morphs violently into aggression and hatred once people have become accustomed to the lifestyle if their lineage sits outside the most generic.
According to Sheolites, the town is 'supposedly' run by Mayor Oliver Blackweave, but their questioning of his legitimacy comes from the fact that he has never been seen. Residents of Sheol aren't one to complain, however, as the effects of political decisions are felt within the town, and they continue about their lives.
One of the most prominent figures of Sheol is Madame Oni, a frighteningly tall commanding human woman who exhibits extraordinary strength. She commands the local crime syndicate and instructs them to perform deeds to exploit the citizens of Sheol, such as enforcing 'protection fees' and curfews.

Guilds and Factions
"The Yokai" are the large local crime syndicate that controlls most of the cities economy. They are involved in all sorts of criminal activity such as extortion, robbery, selling of illegal substances, and even murder.
History
According to Madame Oni herself, Sheol was created by Shar who allows madame oni to rule over the domain as long as she entraps souls (mainly reborn) within Sheol.
