Blackout

SENTENCE "Someone wants something badly by a certain time and is having difficulty getting it using x because of y."   After the blackout, we didn't know what to do. War, death, chaos. As fate would have it, the Hegemony took control, offering salvation. The organization is run by a figure known only as the Illusive Man. The trouble with salvation is that it has a price. A price apparently worth paying, for the citizens of New Moscow. The Enclave is here to take the Hegemony down and bring back control to the people.   The Hegemony wants to expand their power/influence before they run out of resources, but is having difficulty getting it using their normal channels of influence because the Enclave is interfering.   THEMES - Black and white morality left a long time ago. What's right and wrong is up to you. Illusion of choice. Control is for the individual. Greed leads to destruction, selflessness leads to victory. Everything has a price.   The Hegemony was behind the blackout.   The Hegemony and the Illusive Man want more power and control by connecting everyone to the same network before a certain time.
