All trade routes leading to Lower Kusanagi have been excommunicated by the United Godweapon States, deeming Lower Kusanagi too barbaric to properly trade with. As such, most of, if not all citizens in Lower Kusanagi have been left technologically backwards for years to come.   The cause for the sudden resurgence of bandit factions and activity stem from Yohaku, who is secretly controlling Lower Kusanagi from behind the scenes.
