Lower Kusanagi is considered to be a true blight on the world, and as such the other Cities do not consdering this place worth liberating. It’s constantly under civil war with warring warlords fighting for control daily. Despite the violence and despair, there exists rich resource deposits scattered all across the land. Oil, mineral deposits, fertile land, all of it exists… the only thing keeping Lower Kusanagi from truly flourishing, is themselves.
Warring bandit clans constantly clash, the civilian inhabitants either becoming hardened or broken from the constant cycle of violence and death. Peace is a rare commodity here, and it’d be best to tread very carefully within these war-torn fields…
