The leaders of The Superhero Civilian Protection Agency are a binder and an enchanter and are the only people who know the secret identities of everyone in The Superhero Civilian Protection Agency. The Superhero Civilian Protection Agency is a private group of people who want to save the world from supernatural dangers; they have money to pay for damages caused directly by its members fighting supernatural threats and is ignored by government agencies because the governments know this group will pay for and fix damages to property. The people in this agency keep the identities of their super hero form a secret and live like regular civilians; any complaints about a superhero get filed directly to lead office and get resolved privately.
