Salaria is an underwater city-state that was created centuries ago by Nurrax. Salaria is an extremely violent and strange city, primarily due to its unique laws which encourages a violent lifestyle.

Demographics

Salaria houses a variety of races, although the laws of the land are favorable for stronger and more capable races. Often even smaller and weaker races and people train as mages so that they may make a life for themselves in Salaria. Salaria's law don't discriminate against sorcerers, this in addition to the strength of sorcerers means that there is a relatively large and powerful population of sorcerers in Salaria.   Very few people who live in Salaria are Salarian natives. The few people who are native to Salaria usually have grown up to be strong combatants so that they may defend themselves in the face of legal battles and the more common assaults of Salaria. Most Salarians moved to Salaria in hope of new life, Salaria's laws allow individuals to abandon their old lives in favor of new and possibly more favorable laws.

Government

Salaria's legal system relies solely on combat. Nurrax enforces the rules decided by combat. Many official representatives are put into position by combat. Any representative may be challenged, although representative challenging is reserved for Saturdays. When challenging a government representatives, if you win you may take the position they held. In the event of an officials death out of combat a tournament is held among any individuals interested in the position. Representatives are required to make larger legal decisions.   Salaria also has a civil court system which settles any suites, land disputes and other legal matters with combat between the relevant individuals.   It is against the law to use potions during legal combat. It is against the law to have someone fight on your behalf.   Salaria's laws are all enforced by a force called Nurrax's worshipers. Some of Nurrax's worshipers are immortal and very powerful creatures, see Innitial Settlement for more information on the original 10 worshipers.

Nurrax's Declaration  
              Bill Against Magic   From this point forward no magic is allowed in Salarian Combat as declared by the Nurrax Declaration. Any individual who uses magic to harm another humanoid is considered to have commit a crime and must give Nurrax's worshipers a pound of gold. If the offense is repeated by an individual a second time the individual is to be banished or imprisoned in accordance with the imprisonment initiative in addition to the fine of a pound of gold.
 
              Bill of leadership   ... ¶. A: Starting today the citizens of Salaria are allowing themselves to have representatives of the people. These representatives will be given power by a tournament. Anyone may enter these tournaments, all individuals interested will enter an arena, the last one standing is decided as the representative. Once a representative has been given power any individual may challenge the representative directly to take their position. If a representative dies outside of combat then a tournament is held once again to determine a new representative.   ¶. B: No individual is to hold two offices. Any given representative is given the power to challenge another representative on a specific policy or decision. It is the duty of representatives as the most powerful individuals in Salaria to keep the other representatives in check.   ¶. C: The following representatives will be given power   * State Secretary: The job of the State Secretary is to communicate with other governments and city-states. They are not to take a forceful or violent approach to these relations without asking the Supreme Commander.   * Supreme Commander: The supreme commander is given the right to enlist soldiers for the purpose of defending Salaria. The supreme commander is not to exercise military force within the land of Salaria, only outside of it.   * Supreme Judge: The supreme judge is given the power to overrule any decision that is come to by combat. Any individual who's outcome is overruled may fight the supreme judge for redemption of their win. The supreme judge is also given the power to determine the precise meaning of unclear laws.   * Supreme Legislator: Two supreme legislators will be assigned. New laws may be enacted only on the condition both legislators agree to enact a law. Once a law is enacted all citizens of Salaria are considered to have agreed. A law may be removed if only one legislator agrees. Any individual who disagrees with a law must challenge a legislator to remove it or take their place.   * Supreme Scribe: The job of the supreme scribe is to keep the history and records of Salaria alive. They are not to influence anything but may only work towards recording. An important part of the supreme scribe's records should be the victors of battles.   * Supreme Treasurer: The supreme treasurer is given a right to collect taxes and delegate funds to the other major representatives. The treasurer is not to use his funds directly, and is only to spend funds on other representatives. ...
 
              Imprisonment Initiative   A prison system is to be initiated. These prison structures will be delegated and built according to the supreme treasurers orders. These prisons will be protected by the lesser of Nurrax's worshipers. Any imprisoned individual is given the right to challenge the supreme legislators to either take the legislator position or free themselves.   An alternative to imprisonment may be offered in the form of banishment. If a creature is banished it is removed from and may not return to Salaria. if a banished creature returns to Salaria they are to be imprisoned for a year then released away from Salaria. A creature who makes this offense twice may be put to death.   A creature who escapes from a Salarian prison is to be returned to prison with a five year extension on their sentence. If a creature is found to be unimprisonable then any prison charges may be treated as execution charges.

Defences

Salaria's army is a loosely built but powerful force. Salaria's military rank is based solely on strength and not on tactical ability. To rise a rank in the Salarian military all you have to do is beat you commander in a duel. A commander who is beat has their rank lowered to under the new commander. Most of the high ranking commanders are sorcerers and fighters.   Salaria has no formal walls or defenses but the currents that surround Salaria create a form of natural protection. The defensive military of Salaria is used to fighting in the currents and taking out enemies who are unfamiliar to the strong currents.   Near the ocean floor there are slower currents that are more manageable for invading armies. These routes are covered in glyphs of warding to block invaders from taking these more manageable routes.

Industry & Trade

Many adventurers and other strong individuals come to Salaria as a center for mercenaries and adventurers. Many nobles and other wealthy individuals send liaisons to Salaria to hire these mercenaries.   Salaria sells military protection of goods in trade for share of resources. Brexerek is the primary customer of Salarian military protection. Brexerek hires Salaria for the purpose of protecting its local ports and trade routes within the

Arcane Mafia

  Originally created during the arcane mafia persists to this day despite magic no longer being prohibited. The mafia has a strong dependence on the use of dark magic, often sacrificing captured civilians for the purposes of enacting their magic. The mafia efficiently evades authorities by using illusions to hide themselves and other magic to defend themselves.   The mafia often attacks their enemies in groups to overwhelm and capture them.

History

Timeline   Salaria is a very old colony originally created by the aboleth Nurrax who enforced rules that all of the disputes in Salaria must be settled in combat. Until relatively recently Salaria has not been considered a major national or military power. In the recent decades the military and cultural power of Salaria has increased rapidly

Tourism

Salaria is often viewed as a spectacle, being able to watch famous and important individuals fight often leads people to the town.   Salaria also has a coliseum known as the "casual coliseums" in which combatants fight not for benefits but for sport. The casual coliseum offers parts of bets to the winners of fights. Often powerful individuals from other countries come to Salaria to test their might in the casual coliseums of Salaria.   Salaria has a legal clause that anyone visiting Salaria is immune to accusations implying legal combat for the first week of their trip. The law says that individuals are considered tourists if they have been in Salaria for less than a week within any given month. While considered a tourist no individual is allowed to challenge you to combat. Tourists are allowed to declare combat themselves but they may not be forced into declaring combat. This legal clause allows for casual visitors of Salaria to safely visit. Individuals who pretend to be tourists are banished from Salaria for one month on first offense, the punishment for a second offense is a year's imprisonment.   Tourism is relatively easy in Salaria due to the currents that surround it. People can stop by Salaria on the way to Brexerek due to its convenient location. The currents make it easy to quickly enter and leave Salaria, making it an easy short stop for travelers.

Architecture

Salaria's buildings tend to be large towers with many floors, the floors are usually owned individually by different individuals. The towers are often built thin so that water can flow around them without damaging the buildings. Larger buildings tend to have windows to allow water to flow through the center of the building.   The towers also tend to be built slightly lifted off of the ground so that the movement of the ocean floor's movement doesn't damage or bury buildings.  

Materials

  Like many underwater settlements Salaria is unable to use wood due to its difficulty to get underwater.   Stone is often a common building material in Salaria, underwater it is much easier to move large heavy stones quickly and easily. Sandstone tends not to be used despite the abundance of it, even minor water currents can break down sandstone making it unreasonable to use.   Another common building material in Salaria is woven sea grass pulled tight. Woven sea grass tends to be a semi-flexible but sturdy material that is only suited to build walls. Walls will often be built with woven sea grass enforced with hardened leather and stone as to hold up the upper floors of Salaria's towers.

Geography

The land where Salaria sits is in the middle of a large ocean current. Sages believe that if the current flowed correctly the entire town would be torn to shreds. Nurrax uses his powers to divert the current making the normally inhabitable flat of the ocean an extremely central and safe location.   The large currents which surround Salaria makes Salaria an easily defensible state due to attacking armies vulnerability in the currents. The currents also make tourism much easier because travel to and from Salaria easy.   Salaria sits in relatively shallow water, sitting only 650 ft. under the water. The shallow depth allows Salaria to be in bright light over the entirety of its population. This light makes Salaria nearby various coral reefs which require the sunlight.

Natural Resources

Salaria's outskirts are used for farming extensively due to nutrient rich soil. Salaria's farms are most often used to grow sea weed, Sea Apple, and edible algae.   Salaria also has access to coral reefs due to their shallow water. The coral reefs can be used to farm and hunt fish and other marine wildlife. Reef sharks in particular are often farmed by the Sahuagin for both their pelts and meat.
