Founded in 702 by Serthum Tidewalker, a Locathah explorer, and Valria Stoneshade, a Ghostwise Halfling mystic, the grotto has become a haven for those who thrive in the balance between land and sea. The Locathah, who hail from the deep oceans, work tirelessly to protect and harvest the resources of the sea, while the Ghostwise Halflings use their telepathic abilities to maintain cohesion and communicate across the sprawling settlement. Jaggedtide Grotto is ruled by a council of elders, composed of both Locathah and Ghostwise Halfling leaders. This council, known as the Tidecliff Council, makes decisions on the settlement’s trade, defense, and overall governance. They rotate leadership every five years, alternating between a Locathah chieftain and a Halfling elder as head of the council to ensure balance and cooperation between the two cultures.

Jaggedtide Grotto relies on natural defenses—the cliffs themselves, treacherous waters, and dangerous ocean predators—making it difficult for invaders to reach. In addition, the settlement employs a group of elite defenders known as the Tidewardens, made up of both Locathah and Halfling warriors trained to defend their home from both sea and land threats. - Jaggedtide is also known for its shipwreck salvage, as the Locathah retrieve treasures and artifacts from sunken ships caught in the treacherous underwater trenches.
