Metal tags that they implant into wild dragons to track them using the spell "Locate Object", each tag has a company's logo on it and a string of letters and/or numbers designed to be unique to the dragon and the individual company.
Aphrodisiacs are used to put young wild dragons into heat, expecting a female to become impregnated, lay eggs and abandon the nest, allowing the trackers to take the eggs for their company.
The substance they use also prevents the dragon from shape-changing into a humanoid form, though this doesn't always work (CR 14 con save on the part of the dragon) and there have been several incidents of a scout being raped by the dragon they were tracking. They survived, but are sometimes given sick leave to recover from the experience.

Dangers & Hazards

They breed dragons. The danger is obvious.
However, this danger is diminished slightly by the use of Orbs of Dragon Dominance to not only make a newborn dragons that go through the ritual compliant, but also use an grown dragon under the orb's effect to be used as a shepherd.
