Jal wasn't the most savory of fellows even before the sea serpent took up residence in Onryx's bay, but when the people of the town were suffering, he took up the mantle as leader of the Bluecloaks where others "abandoned ship," so to speak, and started to guide the town into a new sort of business. His way became a lot more agreeable after that, but to be fair, not many had the choice to go against him; not joining with him meant suffering, poverty, starvation - and antagonizing him directly, or challenging him? Forget it. While charismatic, no one ever forgot that the grin belonged to a wolf.
