The school restrictions the wizard is allowed to study while holding the decree as well as the type of spells he is approved to manifest and how often
Restrictions
Places, Days, and or Months the wizard is forbidden from practicing due to ebbs in the magical warp that may result in madness for study of the schools his is approved for

Caveats

Document Specific tailored to the mental strengths of the wizard and the type of magic he is studying. most last not longer then 3 months after which the wizard is banned from studies for 3 months to give his mind to recover

Private Access to a personalized Document is only handed out by the elves of the ruling houses, after initial training is done, and the mandatory rest period is served after the turning in of an expired document

The Wizard herby Stated in this document Has the legal write approved by my house to study and practice the following schools of magic for the time period stated bellow, Excluding the certain times referenced in the restrictions section.
This document is required to be presented when asked for to verify authentication and the remaining time of the document, as well as presented if the wizard is to be staying inside the population center for a period longer then two days. If this is Violated in any way this wizard is to be detained for observation and word sent to the ruling house of the region to verify the wizards mental state.
To the town constable I decree of the ruling house herby grants you summary execution immunity if this wizard becomes resistant in any way. Safety of the realm is utmost important. The studies of magic although necessary for the advancement of our civilization, are secondary to the survival of stated Civilization.
