Vellatia (Vell-ay-she-ah)

The riverside city was initially founded during the middle-end of the Haedian Empire in 589 EP as a means of launching ships down the Klove to the Sea of Embers. It serves more or less the same function today, though now it has developed something of a sports culture involving wind surfing through its complex canal network.
The current ruler is Earless Liona de Rossi, who swears fealty to Sigil and has close, personal ties to King Aurum. Her ruling style is rather laid back, and as such, most of the day-to-day operations are handled by the numerous merchant and trade guilds.
Layout. The city sits about a quarter-mile away from the river proper to account for flood season, but a number of canals syphon off the river and flow through the city directly that then feed into the irrigation system beyond. In recent years, more complex machinery has been added to the canal system to account for seasonal flooding, including flood gates and damming.
The canals serve the dual purpose of watering the farm fields beyond and transporting people and goods throughout the city. They also serve an unofficial third purpose: windsurfing. In the past 50 years or so, intrepid thrill-seekers learned that during the windy season on the plains, they could reach fairly intense speeds on the open canals. This culminated with a few "official" race canals being constructed in the last 20 years.
