Borne

It wasn't long after the War of Splinters that the Orator at the time decided that enough was enough. The Church was not meant to be a cause of political squabbling, and their position within the cities was clearly exacerbating things. In a move that greatly upset each individual city, in the year 769 EP, the Orator moved to settle the Church in a new city: Borne. From there, Triumvirism would no longer have a hand in politics. Born would be the seat of the Church, but the Orator would not govern from the Throne of Arbitration, rather the city would be run by an independent Chancellor elected by the people. This event caused the three cities to unite under a common cause for the first time since the War of Splinters: they combined forces to attack Borne. However, despite their unification, Borne was defended by a volunteer army the likes have not been seen before or since. Thousands of the faithful flocked to Borne's defense, and after a siege that lasted nearly 50 years (colloquially referred to as the 50 Year Siege), the united armies broke, and Borne has stood as a free city ever since, to which each city has deferred to as the capital of Triumvirism.
Borne itself had been a holy sight for centuries prior. An old Antecean sight on the confluence housed a Foci. One that had integrated into stone pillars in a cavern beneath the sight. It was here that Eero Hengellen received visions detailing his supposed ancestry as well as his destiny to reunite the disparate people of Requiem. Once he rose to prominence, the Antecean facility was rebuilt and maintained as a pilgrimage sight and an Oracle. Only the present Orator was ever allowed to enter the cavern, and he or she would only go there when they sought to directly commune with their deities. Often, the Orator would return with cryptic premonitions and esoteric portents, developing the area's reputation as an oracle.
When the then-current Orator moved the Church to Hengellen's Bacilica, the city-proper was constructed from the small town that had previously maintained the holy sight. The Orator had a large mass of dedicated followers to aid in construction (and later, defense), and by the time the three City-States had come to an agreement to attack the city, Borne had already developed impressive fortifications.
