Emperor Var'sell decrees that all magical items looted in during the rat war are to be granted to the imperial treasury.

It is custom in the Ollusia to forbid the use of magical items within the realm. Usually, when a lord is accused to have used such an object, it is confiscated and stored in the imperial treasury until he or she is proven innocent. However, rarely has an emperor made use this particular decree, forcing all lords to forfeit any "suspicious item" in their possession whether they were seen using it or not. This caused many protests, including from the imperial chancellor Ael-Fahn Sill Himself, who was promptly expelled from the court for his defiance.
