A relatively short Tengu, Ilsilum is the lord of the Theocracy of Ilsilum, a religious state devoted to the worship of the shadow gods. As emperor Ilsilum is both secular ruler and religious leader, with most of his people seeing him as the one to usher in a new era of world peace.
