Arcadia

Arcadia is the Imperial capital and the oldest human city on Sif. Since its foundation, it has always been used as the most important city by every governing entities of this part of Sif. The City of five towers’ advantageous position on the Gulf of Ehklid and the North-Eastern part of Sif made it a very important port and trading hub for merchants going from in and out of the Empire. The tower in the center of the metropolis is the very renowned University of Magic of Arcadia which creates a protective field around the city and defends it against any big scale magic attack. The four other towers provides the city guard and the Imperial guard advantageous defending position against attackers from any angles. Now that the Emperor made an alliance with the dragons and created the Dragon riders, these towers are used as landing pads for them. On each of them, enormous white and gold banners float in the wind.

Demographics

On the approximate 4'000'000 people, 35% are Humans (1'400'000), 15% are Tieflings (600'000), 15% are of Elven decent (600'000), 10% are dwarvish (400'000), 7% are Halflings (280'000), 5 % are Gnomish(200'000) and the remaining 13% are of different races (Goliath, Kobold, Half-orc, etc...) (520'000)   As of wealth distribution, 15% of people are wealthy (30-50 gp/month), 60% are middle class (5-30 gp/month) and 25% (Less than 5gp/month).   Out of the 15% of the wealthy, 30% are humans (180'000), 25% are Elven (150'000), 20% are Tiefling (120'000), 15% are Dwarvish (90'000), 5% are Halflings (30'000) , 4 % are Gnomish (24'000) and 1% are of other races (6'000).   Out of the 60% of the middle class, 42% are Humans (1'000'000), 18,75% are Elven (450'000), 15% are Tiefling (360'000), 8% are Dwarvish (200'000), 8% are Halfling (200'000), 4% are Gnomish (100'000), 4,25% are of other races (210'000),   Out of the 25% of the poors, 23,4% are of Other races(Goliath, Kobold, Half-orc, etc...) (234'000), 22% are Humans (220'000), 12% are Tielfings (120'000), 11% are Dwarvish (110'000), 7,6% are Gnomish (76'000), 5% are Halfling (50'000).

Government

Politically, Arcadia is the capital of the Empire so it holds the most important place in the Empire’s politic. The Emperor, being also mayor of Arcadia, has the actual authority on decisions regarding the city but he also has to oversee the kingdom of Ehklid and the Empire, so he defers his authority to his city counselors for most of the everyday decisions, putting his foot down for specific problems, if something feels wrong, in dire situations or if he wants to. Regardless, the position of city counselor is a powerful position and the main goal of most political game. The city council is made up of eleven members plus the Emperor which makes twelve. There is two way of being on the council, being elected by the citizens of Arcadia or being appointed by the mayor. However the mayor can only appoint two counselors, to prevent power grabs and tyranny. Elections are held every 2 years for half the council as one term is 4 years and they are not allowed to rerun. The citizen come together to vote for each counsellor, meaning that during election time each citizen vote for 12 persons and the 6 with the most votes win. Citizen, in the city of Arcadia, doesn’t include every person living in the city. It’s a title reserved to the ones that can pay for 10 gold once then 5 gold every year, who live 300 days a year in Arcadia and have been living in Arcadia for 5 years. Other than voting, being a citizen allows for other privileges such as an ease in real estate purchase or rent, tax incentives for opening businesses, some discounts in state-owned companies and a certain social status which comes with its own advantages. About a tenth of Arcadia’s population is a Citizen.

Industry & Trade

Arcadia's wealth is mostly made by being a trading town so by taxing imports and exports of the Empire, The main exports of the empire are grain, iron and timber as well as manufactured boats, weapons and magic items. The main export of Arcadia itself are the magic items or anything magic related.
