In the gnomes geyser lands it wasn't always peace. Although the gnomes are never as brutal as the other races, they had a lot of conflicts in their beginning years. It's in this context of tension that Waerda took the crown from her mother and became queen of the Gnomes of the giant flowers. Her mother was struck down by her political rivals and voted out of the political life for having bad judgement. Her daughter was considered with one of the most rightful gnomes there was and she had a reputation of having a good judgement. One of the task of the Queen in the gnome queendom was to hear the plea of anyone and make a decision to resolve their problems. Waerda started this task brilliantly, she loved solving people problems. Before long, she had a very good reputation among the population. She was known to be fair and have a good judgement. Her reputation was so great that gnomes from other countries began to come see her to help them settle their queries.
Her hands twisting nervously, Waerda was waiting for her first grievance to attend. She was twisting on the century old chair, trying to find a comfortable position. She was just appointed the day before as the new queen of the gnomes of the giant flowers by the council of sages. The session had been a disaster. The council was furious about the last few decisions her mother had made and since she was in age of taking the throne, the majority had voted to booth the now former queen out. She stretched again on her throne, the century old chair probably needed a few more cushions to be very comfortable. From the corner of her eyes, she saw a guard trying to get her attention. It was Welm, an old childhood friend. He had been very helpful since her coronation to give her pointers on how to follow the protocol and make sure her Queendom was starting as smooth as possible. He was motioning to the door with his head. "What does he want," though Waerda. "Oh right ! You can open the door and let the grievance begin," she said. With a big smile, Welm proceeded to the side of the door, where he pressed a button. A loud noise of steam moving inside pipes could be heard into the room. Steam filled the room as the door was opening. Moisture settled into the room, the temperature quickly rose, then the steam dissipated revealing a row of her new subjects waiting for a sign to enter and ask judgement from her.
It was almost mid session when Waerda understood why the chair she was sitting on had no cushions, she would have fallen asleep. The grievance were so boring with people only wanting to see the room where the new queen was sitting or simply seeing the new queen herself. But she was well mannered, she was smiling and greeting everyone of them. If only someone had a reel problem she could help them with. This is when she saw him, a taller than average gnome standing near the door. Dressed as a slug farmer, his eyes gleaming with a determination she had never seen. With excitement, she gestured her potential savior to enter. Without hesitating, he entered. " My queen, I know this is your first day, but this shouldn't stop you from making any judgement. I came multiple times to see the former queen about this problem, but she couldn't do anything. I humbly ask you to hear my request, " said the middle aged man. "What is your grievance ? " she asked with a growing curiosity. " Like you know, since the giant storms of last years, the ground has moved quite a bit with all the new water. It turns out a new geyser has been created just outside of my front door, " said the farmer looking the queen right into her eyes. Waerda sustained the man's gaze a second. " What did the former queen told you," she finally asked. " She ... hum ... she told me she had no power over the land or the geysers," he replied. "I mean, I don't really mind him too much, my queen. But he goes out every hours, even during the night, it makes me and my slugs go crazy. He is also weakening my giant flower house foundations," he said seriously. Her eyes were looking at the man, but she was lost in her thoughts. "I have no power over the geyser," she though. But then she had an idea. " Where do you live? " she asked the man. " My farm is located in the east, near the border of the town, " he said, not understanding where she was going with this. " Ah this will be perfect, " she replied. " We are to construct a new steam train, next year, that goes to the town of the gnomes of the giant mushrooms to the east. We will requisition your house for the train and give you a new one. Does this please you ? " she said. The farmer looked at her incredulously. "Yes ! " he finally said. " You have truly a great judgement, " he said with a bow.
Still happy and excited her first decision, Waerda was seeing every new attendees with a renewed energy. She was smiling and greeting all her subjects that came to see her, until she saw an old grumpy gnome standing next in line. In a fit, she began talking with the woman that came just to look at the room. But the woman was in a hurry, her husband needed her help with the steam pipes. Resignedly, she motioned the old grumpy gnome to come before her. "About time you can receive me, my queen. I mean no disrespect, but you shouldn't receive people that just want to look at the room or at you." Waerda was about to protest, but the old gnome motioned her to stop. Astonished, she couldn't talk at the arrogance this old man had. " I have come to report several crimes that I'd like you to resolve." the old man continued. "There are a couple of slugs that have been stolen in the north of the city. I have followed the slimy trails and they lead to a suspect. You should send the guards there," said the grumpy man. The queen was about to say something, but the old man continued. " I have also seen some kids throw trashes into the fountains, polluting the water. I have a good description of them that I could give to one of your guard," he continued. The old gnome stopped, taking his breath. " I also have a strong suspicion about who have been destroying the windows in the northern parts of the city. But I haven't witnessed anyone committing the crime. But I'm sure placing a patrol would easily resolve this situation," said the old man. He stared at Waerda for a time, not sure if she was listening to him or not. Finally, the queen smiled. " You haven't come here to ask me about a judgement, you already fixed the problems yourself." The old man started to protest, but she continued. " Or almost solved them. The grievance are a meeting for the people to present me a problem and ask me how to best fix it. However, we need more people like you. What is your name?" she asked. "I'm Garnel, my queen." he replied with a bow. "Very well Garnel, since you are not a representative of the army it would be a mistake to ask you to command the guards. So I will delegate some authority to you to solve minor crime like these and I'll grant you the title of first ever sheriff. You can found a small squad of similarly minded people," The eyes of the old gnome went wide, but before he could protest, she gestured him out.
Waerda was ecstatic, her first day was going better than she had expected. She was definitely making an impact on the life of her people. But it was exhausting, she though. Fortunately, it was almost over, only one or two persons. Suddenly, there was a lot of noises coming from the waiting room. She kept her focus on the gnome man who just wanted to wish her good luck for her reign. She distractedly looking at the man leaving the room, while another man entered quickly and bowed before she could investigate what was the commotion in the waiting room. " I simply wanted to wish you a good reign, my queen." the man said, looking behind his shoulders, " I should go now," he said hurriedly leaving the room. Waerda tryed to take a peek in the other room, but before she could see what was the source of the noise, a gnome woman wearing fine clothes entered the room. "Mother ? What are you doing here ? I'm not done with the grievance session yet," she said. " Of course you are not done with the grievance, I'm here to make one," she said resolutely. " A grievance ? You ?" Waerda replied not understanding what she was talking about. " Grievance sessions are reserved to the members of the people, you cannot come here," she continued. " Since I'm no more the queen, I have been stripped from my ranks and I'm now officially a member of the people, like you call them. It is my right to make a grievance to you," her mother said authoritatively. The new queen pondered the issue for a moment. Trying to look at Welm for guidance, but she knew he couldn't help her. "What is your grievance," she finally asked. "My crown was stolen, you need to fix that," she said looking at Waerda right into her eyes. The new queen tried to remain calm, moving uncomfortably on her throne. "Your crown was taken by the council during a vote of confidance. There is nothing I can do," Waerda replied. " Nothing you can do ! This will be your undoing ! You cannot do nothing during a grievance !" yelled her mother. Waerda looked at her mother with tears in her eyes. She was right, she needed to do something. "Fine," Waerda said. " I will do everything I could to fix your grievance," Her mother was ecstatic, smiling triumphantly. Waerda rose to her feet and went to speak to Welm near the door. He was trying to tell her she couldn't abdicate, but she silenced him with a glare. The throne room and the waiting room were silent. She finally murmured something to Welm, the guard closed his eyes and ran towards the door to fetch what his queen asked. Waerda walked towards her throne slowly and sat there trying to control her eyes from weeping. The door opened and Welm entered holding a small chest in both his hands. He stood near the throne holding the finely decorated chest. At a motion from Waerda, he lift it open and her mother was already kneeling before her waiting for her triumph, she would teach her political rival a lesson. With a sigh, Waerda took what was in the box. She wiped her tears with the sleeves of her dress. " Here is your crown," she deposited a crude wooden crown on the head of her mother. " You will now be know as the Misbegotten Queen, you may wear your crown with pride,"
Over the years her reputation grew so much that no one was seeking the advice of the other queens. One by one, every other queen abdicated to Waerda because she was the embodiment of judgement. Under her rules, the gnomes prospered into a very advanced civilization. Allied together, there was no more fight, but cooperation. In her later years, she asked of her followers total obedience in her judgement and powers. No one opposed her and she could make reforms to pave the way for her successors. The Queenship would not be passed from mother to daughter anymore, but a judgement test would be required every few years. This would be devised by the sages of the queendom. When she had finished making her reforms, she ascended to minor god of Judgement and Obedience.
