Formerly the strongest nation in the world with the capacity to take over all other countries with ease, it has begun to decline due to a civil war and constant border skirmishes with its neighbors forcing it to stagnate and attempt to deal with the situation at home.
Staticions and analysts declare that by the time that the civil war has ended, Malacata will likely no longer be a threat to the maintenance of the status quo. Civilians rejoice as their fears are proven baseless, power hungry politicians wonder how to best conquer the lands, Malachians cry out in sadness and anger as they know their precious motherland will be no more in less than a few years.
Others argue if we should do to it what It threatened to do us all and rape their women, kill they their men, enslave their children. burn their towns, and salt their fields. Is it worth it? Is it even punishment enough for all that they've done to the world? For all the war crimes they commited? For all the species they enslaved? For all the nations that are but vestiges of their former selves? Is There anyway to even punish them without sinking to their level?
There's also the fallout to their demise to worry about. They have hundreds of thousands combat ready MPI 15 and above still at their disposal and will probably have at least a 1/5 of that by the end of this all. They have hundreds of demons and demigods sealed only by the empires existence alone that will rampage the second they are free. There's also the power vacuum created and the extreme losses those involved will suffer giving opportunities to nations looking to get stronger.
