Insight into the technological level of Al'carra

Every single sentient being on the planet on Al'carra knows how to use at least the most basic of cantrips by the time they can walk, magic is a keystone to the world if not THE keystone keeping the world together and civilized. Magic being so important in society also leads to mana being extremely prevalent.
 Mana is a renewable resource with 0 environmental consequences that has a 1:1 ratio in terms of energy efficiency, the only problem is that mana is not available in useable amounts to those that don't devote decades to the art. In effect this means that living conditions are complete garbage to the young as they are incapable of using most technology the world has spent millennium creating, but improve to utopian as a person grows in magical power.
