Mwenye Busara

The Mwenye Busara is the ruling power in Gooti. It consists of a spokesperson of each guild and is based in Nyumbani. Each member of the council has the same power no matter the size of the guild. These emissaries change every 8 years and have to swear an oath that states that they will work for the good of Gooti as a whole and not try to achieve favourable positions for their guild. Even all members of the Tamaa are members of some guild allthough they rarely take part in the politics of them. In 766 the first Mwenye Busara was formed and with it the reformed Guildsystem that became the structural backbone of Gooti.   Discussions without mandatory presence are held every day but to go through with a decision a general assembly has to be held with the emissary of every guild present. A two-thirds majority has to be met for a change to pass.   To understand why this form of government works one must understand the guild-system in Gooti. Every citizen must at all times be a member of a guild after coming of age ( 25 years old for Loxodon) which in turn causes the existence of a wide variety of guilds. For example beggars too have their own guild which mostly aims to help members leave their guild, but provides places to live, donated rations and room for other guilds to offer education in their craft.   This system caused problems with the discovery of the Goblin nest in Nyumbani as the integration of the goblins into the same system resulted in resistance from both sides. Ultimately the integration of these Goblins was made law and those who wouldn't follow would suffer prosecution but they were offered protection against discrimination by ensuring that their first choice must let them join until the guild would have a reason to remove their guild privileges. Unfortunately even now a very big part of the Goblin population is either in the Beggars Guild or exist in a state of guildlessnes without citizenship.
