The Fringe

In a city full of rabble like Kratas , a neighborhood has to be something really special to be feared and spoken of only in whispers. In Kratas, that is the Fringe, the neightborhood on the farthest point south of the citadel. The Fringe is home to the Removed, those who have remove dhtemselves from their former lives. They have lived through encounters with Horrors and lived to tell about it. Most are corrupted, physically or mentally, by those encounters and those who have been victims of a known power of Horrors that shifts one's skin around in horrific and painful ways are common in the Fringe.
The Removed are under constant vigil by the Force of the Eye , not allowed to leave the Fringe. The entire area would probably be razed, along with everyone in it, if Garlthik One-Eye didn't take pity on the poor retches of this slum.
