The Gods decide to help the mortals and makes a pact deciding how to.

In the previous aeons, the gods had agreed on a hands-off attitude to the affairs of mortals. Each of them had made a home on the planes, but out of respect for their mother, they had left Gaia alone. With the fall of the Kaiju reigns, however, Marduk grew worried. Gaia’s people were falling into barbarism and disorder, with chaos overwhelming all the nations. If nothing was done, he feared, civilization would never arise again. Once more, Marduk called together the gods. While the gods largely agreed that something had to be done, none could agree on what. Vulcan roared at Anansi even as Baal threatened Frey with destruction. For centuries, the discussions of what to be done with life on Gaia went on, and as it did, chaos continued to spread beneath them. Finally, just as the gods were about to come to blows, Iris offered up a compromise, a way to make sure that the mortals were guided on the proper path, even if the gods did not agree on what the path was. The gods would be barred from the material plane itself, so as to not trample life under their feet, but would instead be allowed to invest mortals they thought worthy with a sliver of their divine energy, that they may act as the tools of the gods. The gods, each thinking that their particular gospel would win, all agreed. Thus was the Divine Peace forged.
