Galaxias

Galactic pact started by the Parents after their arrival to the galaxy. Made up of all uplifted Sibling and Child species, the purpose of the Galaxias is to uplift pre-sapients into a greater galactic civilization.
There are three levels to the Galaxias. The Parents are at the very top of the hierarchy and are the supreme authority. The second level are Sibling species who were chosen to be uplifted by the Parents and the third level are the pre-sapient Children species. Knowledge of other intelligent life is deemed sacred by the Galaxias who made it illegal to contact pre-sapient species unless authorized by the Parents. If an attempt at uplift failed and the knowledge of intelligent life is lost then it deemed First Contact all over again and illegal to communicate with the failed uplift species.
