Orcteeth Dominion

Orcteeth dominion is a group of major state cities that form a territory to the north-west of the Phoenix Empire. Old orc settlements, the cities are now populated with a variety of races from elfs to orcs, gnomes, dwarfs, drows and even bugbears. The cities have their own government instead of a centralize seat of power, but every four months the leaders of the major cities reunite to discuss territorial affairs. However, the region follows a set of commandments, presented in the "Axiom Codex", an ancient book written by the city's ancient rulers who first united the settlements. In there are old laws which the current leaders never dare to violate as it can plunge the region into a war among cities. One of most sacred texts in the Orcteeth dominion.
