Halane is a TL2 planet divided into hundreds of territories almost all of which are ruled by tyrannical dictators, most of which are powerful psychics.

Due to the aggressive actions of the native population, very few outsiders have been able to visit the world.

Metadimensional Turbulence

Either do to some natural phenomenon or through other means, there is a noticeable increase in metadimensional energy throughout the planet. The most noticeable effect of this is the large number of psychics born on the world.

There have also been rumors of nightmarish animals and feral psychics with odd abilities.
