Thyris (THEER-is)

Thyris is a powerful city-state and member of the Federation of Free Cities. Located on the Sankjah peninsula bordering the southeastern side of the Calderin sea, Thyris has dominated the region for over a thousand years, with its rise meteoric rise from the ashes of the indigenous elven nations following human settlement in the region. Thyris was born on the backs of the "saksakin", or half-elves, who took the best of both civilizations and created a new one in its stead.   Today Thyris is a powerhouse in terms of military, economic, and social strength. Since joining the "Federation" it has only seen increased commerce and resources run through it as it provides modern philosophy, religion, raw materials, luxury goods, weapons, and more to the surrounding regions. Word of Thyris has even made it as far north as the arctic subcontinent, Saarktara, in the Hakaneid Empire .

Structure

Thyris is ruled by the citylord-elect and the assembly of the city (Sabbashahar).   The current citylord is Highprince Rafa Iro in the year 1E 217.   The assembly is composed of around 3000 members at any given time.

Culture

The Thyrsian culture is the melting pot of religions, ethnicities, and customs from all across the Free Cities and the Calderin sea.

Assets

Thyris is a wealthy city, a powerhouse of the Calderin region, renowned for its large shipyards and impressive navy. The city has paved roads, dozens of walls, bridges, and running sewers.   Thyris' large network of walls is called the Cepo, starting with Wall Valora which protects its seaward side and allows year-round safety of its harbor. The walls are equipped with siege weapons and retinue of soldiers night-and-day.   The region is also rich with the fur and textile trade, bursting out the seems with silk, wool, leather, linen, and more. Tailors, furriers, and weavers alongside jewelers, barbers, and maidservents make up the largest specialities in the citystate outside of the purview of agriculture and military.   Exports to the Calderin are largely these industries as well as local foods and luxury items.   Imports from outside the peninsula is largely spices (such as Yondan firepepper and Rynnish salt), metals (bronze, iron, steel), and magical resources (saltiron). While gold is occasionally imported, silver is highly available in Thyris.   Slavery is outlawed and there is an active bounty on slavers in the Calderin, particularly the Black Isles. Slaves that make their way to Thyris (or any of the free cities for that matter) are considered freed upon arrival.

Demography and Population

The population is largely human and half-elf with large groups of half-giants and dwarves. There are also several enclaves of halflings and elves. Of the quarter-million residents, less than hundred thousand are citizens, and only a little over half of them can vote.   The city has 531 noble houses. The peace is kept by 2623 guardsmen, and there are 572 advocates to assist with legal matters. For those more concerned about their soul, there are 5831 clergymen and 374 priests, divided among twenty major cults and religions.

Territories

Outside of the city itself, Thyris controls the waters of the Black Isles most sternly, extending protection when necessary to its nearby allies, as well as the surrounding farmlands and forest for some 150 or so miles out. These territories however are in constant struggle with the nearby Strix, the local fauna, and the forest gods as the city tries to expand its reach further from the sea.

Military

In the manner of neighboring city-states, the Thyrsian military is a militia in which every able-bodied citizen, resident, and, if needed, conscripted travelers are required to serve. Individuals were ranked based not only by wealth like other nations, but also by merits in combat, education, and, potentially, applicable use of magic. The backbone of the military on land is the light infantrymen called dormij.   The navy is the pride and joy of the Thyrsian military and is effectively how it influence the world of the Calderin sea. It boasts the largest, if not most technologically advanced, fleet in these volcanic waters. At a given time the navy has over 300 individual ships patrolling the sea at large and another 100 in reserve.   Thyris is also know for its burgeoning and experimental new military force, "aerarmeo" or "air army". This novel idea is small and relies mostly on stealth missions involving drakeriders and slow moving airships that can only hold a small squad of soldiers.

Foreign Relations

Thyris shares relatively good foreign relations with its neighboring countries and regions. It has however faced fierce competition with the Yondan empires over the centuries, in particular, the East Yonda Empire's antagonistic slave trade.

The official currency of Thyris is the state-produced electrum coin called a "drachma", followed by lesser silver and copper coins known as "argama" and "cupra" respectively. Bartering is also acceptable under certain circumstances between individuals over private sales.
Legislative Body
The legislative branch of government is upheld by the Citylord and the assembly of elite citizens known as the Sabbashahar (Hejin for Assembly of the City). Traditionally only male land-owning citizens can be members but there are some inherited women among them as well nowadays. There are approximately 3000 active members at any given time.
Judicial Body
Thyris possesses a formal court system revolving around appointed individual magisters (known as daskalos) and their clerks. This court system has two types of cases - public cases and private cases. There are no is jury, no prosecutor, no lawyers, or lawmakers of any kind other than the magister and their clerks. Public cases are held in courthouses meant to receive such audiences where as private cases are before the citylord or highprince themselves based on the severity of the accusations. In most circumstances how the case is handled is determined by the magister as well as the verdict.   Accusations are brought forth by both the accuser and any evidence they may have. If the magister determines there is enough evidence, they may assign an inquisitor to the investigation, one of their clerks, or even themselves. This method is up to the magister and their own inclinations.
Executive Body
The executive branch of the city-state is handled by the Highprince  who is in-charge of the military and peacekeepers. The status of the Highprince is one that has actively abdicated power for several decades now, seeing more and more power go over to the will of the people.
