Heartsford

A city built over a thousand years ago by Lord Heart, an elven king that ruled over the area.   Heartsford is built around the mouth of a river, and is a large city with connections to different coastal cities, and both Heartsbane, through the Black Marsh, and North Haven, through the Golden Plain.   Heartsford is the biggest city in the local area, homebase to the local chapter of the Adventurer's Guild and the Amber Knights.

Demographics

Human and triton plurality, however most races have a presence here.   The duke is a plump halfling called Lord [SOMETHING], however the governor is a yuan-ti called Mandarin [SOMETHING]. Most people see the duke a puppet. As with most places with a governor from the Capital, the lizardfolk and yuan-ti have a upper class vibe, however the class differences are small here.   There is also a sizable population of halfling farmers from the Golden Plain, however they are very much seasonable workers who only move to Heartsford during the winter months.

Government

Heartsford has a duke, who nominally rules with a council who affirm or deny their wishes. Since the invasion, the cities were given a governor who is appointed to the council from the Capital city.   Heartsford sends fish and pearls back to the Capital, and in return, the Capital provides protection in the form of state sponsored police force, a squad of Bloodscale Guards.   The Bloodscale Guards tend to be more harsh than normal local militia guard captains, however in Heartsford the Bloodscale Guards follow the law to the letter no matter the race of the potential lawbreaker. This is due to Heartford's location as a trading port between Asoris and the [EXTERNAL CONTINENT].

Defences

The city is primarily defended a militia, however there is a cadre of Bloodscale Guards that provide training and an elite presence.   The city itself has a wooden wall with palisades to prevent wild animals coming into the city, and to ward off potential bandits. Otherwise, it is completly open to the sea, protected only by its militia and any potential ship guards.
