The Balance

This tool, at first glance, does indeed look like a set of balances. However, those with high magic sensitivity will pick up on it's great power and sinister nature. The Balance is  a tool that can open syphons and portals to other worlds. 
It was originally used by pirates in the pre-corruption era, who used it to steal magic from more powerful worlds for their own gain. The main benefit of Balances is that they are virtually untraceable and open their own portals, making it harder for the pirates to be caught. This also made them a huge safety hazard in the early days of the Corruption, and resulted in many of them being destroyed.
In the aftermath of Siv'ia's sacrifice, the last Balances and those who used them were lost, thought to be destroyed. As Siv'ia rebuilt, they became legends, memories from a different time that could never be again. Their dangers were largely forgotten, and balance symbolism became extremely wide spread in myths about gods gifting power to mortals.
In the modern era, the existence or usage of such a device would be strictly prohibited. The effects of taking magic from a world or adding magic that doesn't belong there is well known. There has been one attempt to use one, though.
Ryan and Ji-yeon Jekal, two human adventurers, discovered the remains of a Balance in the Desolate Expanse. They spent 45 years in Faerie, fixing the Balance and experimenting with it. The couple planned to use the Balance to return Earth's magic. Initially, they were unaware of the dangers. By the time they were caught and informed of the risks, they had already made plans.
The couple went on the run, as even the Order of the Sky struggled to track their device. Eventually, their tests accidentally brought their teenage daughter, Skyler Jekal, to Siv'ia. She and three of her friends teamed up with the Order of Sky to stop her parents.
Officially, the Balance was destroyed in the battle. However, there are rumours it was salvaged by the children of heaven, and that they intend to use it to slowly reopen the Flow from Siv'ia.
