Fort Nike

Fort Nike is the political capital of the Dusk Bloom Alliance, where the leaders of various states meet to discuss issues. It is also the home base of Queen Athena. The Fort is not a city, but rather a military and government structure. It is commonly seen as a symbol of unity and hope in the Dusk Bloom lands, as it was built with contributions from every state. 
Every time a new state joins the alliance, something it added to the Fort to reflect it. 
The name of the Fort has sparked some interest from outsiders. The Dusk Blooms were founded by Artemis Moon, and continue to be led by Athena. Nike Qei seems to be unrelated, though Athena often deflects these questions.

Nike Qei did help in the Dusk Bloom's founding, but left to assist her siblings with the Dream Rift. She was changed by her encounter with a dream demon, and has gone into seclusion elsewhere in the universe.

Purpose / Function

The Fort serves as a meeting place for the leaders of the Dusk Bloom Alliance. They have at least two full council meetings every year, with several smaller meetings in between. The fort is also heavily fortified to protect the leaders. Athena lives there full time, which has made it a target more than once.
Perhaps the most important role of the fort is its symbolism, as a physical representation of all the states coming together while preserving and celebrating differences.

Defenses

The fort has a number of defenses. Before one even gets to the fort, the roads and forest around it are full of magical defenses that can be activated from within the Fort. Beyond that, the forest has thick walls that have been fortified with magic. 
The top of the wall has many protected places for ranged casters or archers. It is also set up to help with the refusal of siege weapons. The fort also has a large presence of soldiers at it at all times. This includes a 24 hour guard rotation, and several specialist units to deal with various issues.
Beyond the defenses of the Fort, Athena herself poses a massive threat to anyone who would attack her. She wields fantastic power, and a magic hammer blessed by the demi-goddess Artemis Moon.
