The Settlement Towers -- General

The settlement tower, its basically a giant pump which is used to like pump out natural gas from the planet core. It is the energy which is used to power the technologically advanced society on the planet rings i.e. the rim of the sky. It’s basically a power plant, however, the local inhabitants of the planet are not allowed to work there. It is a restricted area and it’s guarded by offworlder mercenaries who shoot on site. This has caused conflict among the local people who believe that the whole planet should be open to them because they were there first.
The ice desert is expansive usually like ants there are dinosaurs of burden whom are carrying the goods of the people inside of the caravan. These wanderers are going between settlement towers where they can trade with the rim dwellers for things like fuel and technology to make their lives easier. Their children are usually in boarding schools below the settlement towers so that the children get a first class education and then every two months they have a one month break where they are given modules for self study. The settlement towers have a small village around them where there is a pub as well as the school itself and the dorms for the workers and the students. A student who graduates at the top of their class can go to university at the top of the rim or even to the imperial college in another sector. People who are allowed to leave Itsaso are revered as people never leave who are locals.
The local magistrates usually also meet with the rim dwellers in a city hall which is located in the settlement tower which is in every sector of the planet. Different sectors have active or inactive settlement towers. Some places the natural gas has run out or the local people have voted against the exploitation of drilling and of the animals around the sector. They have decided to preserve their way of life. There is less activity of the rim dwellers in some sectors than others as each sector has its own treaty. Some of the tribals refuse to deal with the outsiders at all.
