East Hu-Balai Defence Pact (document)
The document that is partially responsible for the political mechanics of the Tri-River region. It is kept in the high mountain stronghold in Picu in the Mankan Empire. The dry climate there helps preserve the precious document.
Purpose
To protect the city states of the Tri-River region and the Mankan Empire from external threats and to keep a certain status quo in the region.

Historical Details
Background
One of the Guntartar Khaganates was gaining power and successfully reached a few kilometers north of the Algen river and conquered part of the Mankan Empire. The Mankan Elected Emperor wrote this treaty in East Hu-Balai script and managed to convince all the states of the Tr-River region to sign it. The Kingdom of Bashur quickly signed the pact as soon as it got word of it because it meant that it had a protector it could rely on indefinitely.
Legacy
Nobody tried to attack any of the pact signed states because it meant that you had to deal with with a technologically advanced army with hundreds of thousands of soldiers.
