East Hu-Balai Defence Pact (document)

The document that is partially responsible for the political mechanics of the Tri-River region. It is kept in the high mountain stronghold in Picu in the Mankan Empire. The dry climate there helps preserve the precious document.

Purpose

To protect the city states of the Tri-River region and the Mankan Empire from external threats and to keep a certain status quo in the region.

The document has a valid legal status in the Tri-River region and the Mankan Empire.

Historical Details

Background

One of the Guntartar Khaganates was gaining power and successfully reached a few kilometers north of the Algen river and conquered part of the Mankan Empire. The Mankan Elected Emperor wrote this treaty in East Hu-Balai script and managed to convince all the states of the Tr-River region to sign it. The Kingdom of Bashur quickly signed the pact as soon as it got word of it because it meant that it had a protector it could rely on indefinitely.

Legacy

Nobody tried to attack any of the pact signed states because it meant that you had to deal with with a technologically advanced army with hundreds of thousands of soldiers.

East Hu-Balai Defence Pact (document)

1) If a pact member state is attacked by a non pact member state, all pact member states must bring forth at least 70% of it's army to fight said non pact member state if it poses an existential threat to the attacked pact member state.
2) A pact member state that was summoned for the reason mentioned in 1) can redirect it's army from the defence campaign mentioned in 1) once the attacked pact member state regains it's former borders or that the army that was sent by said pact state was destroyed and then said pact state can retire from the campaign and recover.
3) A pact member state that desires to conquer new lands that belong to a non-pact state is on it's own and if those newely conquered lands are attacked within 40 years of them being conquered 1) doesn't come into play because said lands aren't pact lands yet.
4) A pact member state that attacks another pact member state then the Mankan Empire has the authority to intervene and stop the war if there was a declaration of war and 10,000 people died on one of the opposing sides. If there was no declaration of war then The Mankan Empire can intervene once the body count reaches 3,000 people on one of the opposing sides.
5) The Mankan Empire is forbidden from conquering pact member state lands and pact member states are forbidden from conquering Mankan Empire lands. If a pact member state behaves as such the retaliation will be as said in 1).
6) It is illegal for pact member states to raise each other to the ground. such behavior will not be tolerated and said pact member state will have it's own city raised to the ground in the same manner that it did to the pact member state it raised to the ground.
