Article Editor Not Scrolling in Some Content Boxes
When editing an article, some of the content boxes will not scroll inside of them nor will they scroll the page if the mouse cursor is on top of them (off of them, the page scrolls fine). This is mostly evident on Sections > Sidebar and Mouseover Snippet on Design. The content boxes can still be scrolled manually or expanded but mouse wheel scroll does not work at all.
Steps to Reproduce
Edit Article Go to Sections > Sidebar Put mouse cursor over one of the content boxes and attempt to scroll OR fill box with text that creates scroll bar and attempt to scroll

I have the same bug using Firefox on Windows and it has been like this for quite some time now (just didn't think about reporting it).
I have occasionally ran into this on both Edge and Chrome on Windows.
Addition I just discovered: if the browser window is resized, the sidebar article boxes scroll fine. However, if the screen refreshes, it resets to being unable to scroll.
