Scale issue in diplomacy chart when they first load in

Bug in the diplomacy/organization chart with the scale of the link between organizations.   As a viewer of an article or editor of an organization chart,
I want to be able to scroll out or in within an organization chart,
so that so that I can better understand the links between organizations.  

Expected behavior

When scrolling in or out within an organization chart, even before the links between organizations have properly loaded, the links should appear in the correct place and with the correct scales relative to the organization cards.  

Observed behavior

When you load the article with the chart or reload the chart when you're in the editor, if you scroll out (within the chart) while it's loading and before the links between the organizations appear, they are not scaled with the organization.   To be precise, they appear smaller, the scale corresponding to the scale when you first loaded the chart, not the one after you scrolled.  
 

Testing

I only tested on my computer, but I was able to consistently reproduce the issue over multiple days, and with multiple window sizes and diplomacy chart sizes.

Steps to Reproduce

To reproduce the issue, go into any article that has a diplomacy chart, or click on the diplomacy icon when editing an organization. When the organization "card" appeared, but the links between them haven't appeared yet, zoom out with the scroll whell of your mouse.   When the links finally appears, they should not be centered, and should not be scaled appropriately.

We are aware of the issue and it will be addressed when we make the new system for this! Currently it can be fixed by refreshing.
