On the 5e Monster statblock, Hover is labeled as a speed but this is not correct. The ability to hover should be a "Yes/No" option. Hovering is something creatures that FLY might be able to do, but not all flying creatures can hover. For example, a Beholder's flying speed is denoted like this: "fly 20 ft. (hover)" The "(hover)" part tells you that the creature can simply stay in mid-air without moving. Hovering is not its own movement type, it's simply an ability SOME creatures that have a flying speed can do. Dragons, for example, cannot hover and therefore need to keep moving if they start/end their turn in the air. Therefore, "(hover)" should be a tick-box/check-box on the 5e Monster Statblock that appends itself next to fly when checked. I don't know if this technically counts as a "bug" but it doesn't seem right to make it a "suggestion" either. It's simply something that is incorrect.
If you put a number in both "fly" and "hover" you'll see what I mean. There shouldn't be a "number" for denoting the ability to hover.
