Articles move back to their previous positions in lists

Any time that I try to re-order how a list of articles appears, when I refresh the page, the articles will have moved back to how they were previously arranged. This is especially aggravating given that it's articles with a set number that are being re-arranged.

Steps to Reproduce

Step 1: create a list of articles Step 2: drag to re-arrange the articles Step 3: re-fresh page

I have approximately the same issue. The article list refuses to move when I move an entry to the top or bottom, and when I move one on-screen, it snaps back to the initial place. This has happened consistently over the course of a few months. My browser is Chrome, and I'm on a Windows OS.
