When the Eye of Kaylaar fell, the resulting explosion sent a wave of magical energy throughout the Basin. Curiously, it was in the region of the North Spur where those energies had the biggest immediate impact, and the North Spur is about as far away from the impact site as it is possible to get.
Historically, the North Spur had been populated by "Folk of the Fringe." Half wild men who, in a bid to escape from the rule of law, retreated to the farthest corner of the Basin where few would bother to look for them. It was a strategy that proved to be only marginally successful, as the Fury family claimed large tracts of land adjacent to Trentare and not far from the North Spur, which put the Folk of the Fringe in direct confrontation with the most famed military units in Candle'Bre's history. Needless to say, those encounters didn't usually go well for the people of the Spur.
Then the Eye of Kaylaar fell and in the blink of an eye, everything changed.
The Folk of the Fringe were...transformed. They became categorically shorter and stockier. Their demeanor changed, as did their general outlook on life. In short, they became something else. Something entirely new to the Basin. Of course, given their new shorter stature, it didn't take long before their Fury neighbors began calling them Dwarves and the name stuck. Dwarves, yes. That's precisely what they now were, and proud of it, to boot!
Since The Time of Changing, as they have taken to calling it, they have been joined by other Dwarves filtering in from Whilderhond, who have taught them traditional Dwarven ways, the Dwarven language and the like. They are rapidly becoming indistinguishable from their elder cousins, and like their elder cousins, they tend to have a somewhat gruff demeanor. All Dwarven characters suffer Disadvantage on all social interaction checks with other Basin-folk.
